U.S. 290 will have single HOV lane

The dissolution of the deal between Harris County and the Texas Department of Transportation for widening U.S. 290 will leave a single managed lane on the new freeway, once it is completed in late 2017. Members of the Houston-Galveston Area Council approved the change Friday, all but assuring that attempts to rethink the design and
